The Eelbiters are a criminal faction operating within the City. Claiming the South Quarter/Riverside area as their territory, the gang is notorious for its ongoing protection racket, though they have also been known to deliver raw materials such as fabric[1] so long as the price is right. Their leader, Jebediah Chokes, is known for taking fingers as payment for this racket.[2]
Likely due to their numbers, Captain Orsley Durham has specifically instructed members of the Watch to avoid the areas of South Quarter and Riverside, as going after the Eelbiters would only put further strain on the Watch's already-limited resources and manpower.[3]
The Eelbiters' flat is located off of Glimmer Lane in South Quarter. Despite them sharing this apartment, there is no honor within the gang: after looting the abode for the Basso Job "Poor Protection," Garrett predicts that the Eelbiters will blame each other for the theft.
